Bandwidth, both within the college and in connecting to the Internet, is a shared, finite resource. To manage web resources so that they are available to the most users, CSS has enacted a policy that limits the numbers of files a user can download at one time. Users connecting to download audio and video files -- mp3, mpeg, wav, avi, etc. -- and pdf, ppt, and iso files can download no more than 4 such files at one time. You will get a browser error message when attempting to download more than 4 files.
